Sorry, cannot help with steak, but will try to find out via a friend working there. Probably any big-name hotel.
For seafood, it has to be El Mina's (there are two, same owner, both excellent). Lovely soup, fabulous grilled jumbo shrimps etc.
Portofino for Italian; Chez Pascal for European-style bistro fare.
For people watching, there are many cafes along the main drag, with indoor and outdoor seating. Cannot remember the ones we used; will see if I can find out.

You're welcome!
i don't trust TA, as there are too many strongly conflicting comments, obviously posted by rival businesses trying to denigrate the opposition.
My husband thinks it was Ali Baba cafe we went to mostly. We only went to places recommended by friends who work in H, that they personally frequent. No baksheesh involved.

Presumably you're talking about Dahar in Hurghada??
if you.... you'll probably want to go to Sekala (The main area of Hurghada) for people-watching....
lots of nice coffee shops to sit outside and watch the world go by!!
I agree with isis about El Mina... not the poshest place, but definitely the best....
I lived in Hurghada 5 years, and never had a decent steak....There's Bull's, but it can be hit and miss.
Have fun in Hurghada!!
