If you have a valid International driving licence you can apply for an Egyptian licence, which lasts for 10 years, no test required: If you don't have an international licence the procedure is the same as listed but you will have to take a test.
The whole process for me took about 1 month.
Make at least 5 copies of all your documents you will be asked for them at every stage of your application. Have someone with you that speaks fluent Arabic when you go to El Tor as it's difficult to find English speaking staff there.
Firsst, go to the International Hospital in Sharm or to the general hospital in El Tor and obtain medical certificates for eyesight, physical health and blood group.
Take these, together with your International driving licence, 2 passport sized photographs, passport, rental/property contract and your marriage contract (if married to Egyptian). Plus photocopies of everything to the traffic office in El Tor.
Complete an application form. Take the application number so you can provide it to the police in Sharm. You will also have to have a police check about you carried out by the police located in Hadaba (next to the tourist police station). The El Tor office will give you a stamped document to take with you requesting this check.
Allow time for the paperwork to get from El Tor to Sharm - about a week. Take all your documents with photocopies to the traffic police (beside Egypt Air, Old Town) for an interview.
Take all your documents to the police station (Hadaba), you need 2 sets of photocopies here. They will provide you with a telephone number for you to arrange for an officer to meet you. Another set of photocopies needed for him. A visit will be made to your address to check that you live there. If your residence is not in your name, the person whose name it is in will have their identity checked also and you will need a copy of their I.D. His report goes back to the Major. Return about 4 days later for his decision and an interview. You will be issued with a stamped approval which you must take to El Tor when you return for your licence.
You will be told at the interview how long to wait before you need to go back to El Tor traffic office. You will need another passport photograph for their records. Payment is 51.50le for the licence. Obtain your application and take to the counter person for processing with your International licence. You will have your picture taken. Wait for your licence, you will receive it the same day.

Hi there,
I see this information has been posted in 2008... I'm wondering what would be the procedure of obtaining an Egyptian driver's license these days. Is a resident visa imperative?
I'm particularly interested in the proceedings for those not having an international license and willing to obtain one in Egypt.
Any clues?!
